Weekly brief: Korea & Taiwan open Neutral at +19: AI growth boom, October slump and heavy outflows

Regime: Neutral (score +19, Balanced), Accelerating economy – exceptional AI-hardware growth is tempered by a sharp October slump, heavy foreign outflows and high geopolitical risk.

What changed

This is the first weekly reading, so there is no previous score or regime to compare. The region opens at +19, ranked 4th overall; Taiwan scores +26 with a bullish tilt and South Korea +2. Economic momentum (+44) and market performance (+37) are strongest; geopolitics (-20) and capital flows (-6) are weakest.

Economy and markets

The IMF’s October 2026 outlook raised Korea’s 2026 growth to 3.3% (from 2.6%) and more than doubled Taiwan’s to 10.7% (from 5.2%); CIER now sees Taiwan at 12.16%, the fastest since 1987. Regional equities are up about 57% year to date and 65% over a year, but fell 13% in the past month, with Korea down about 20% and Taiwan 8%. Against the MSCI ACWI the region lags by 3.2 points over three months but leads by 5.8 over six; Taiwan leads on both, Korea lags on both. Valuations split sharply: MSCI Korea at 4.9x forward earnings against MSCI Taiwan at 18.7x.

Capital flows and rotation

The model reads a stable trend, with three-month ETF flows of about +3.2% of fund size, but the region has moved into the Weakening quadrant. Hard data show heavy foreign withdrawals: KRW19.0tn from Korean stocks in 1-23 October (about 75% in SK hynix and Samsung) and a record NT$302.6bn in Taiwan on 15 October. The IIF says Korea led a $19.2bn EM equity outflow in September.

Currency

KRW scores +35.2 and TWD +3.9, both with upward one-year views (MUFG sees 1,300 and 30.9 per dollar). Longer term, KRW is two-way and TWD flat to higher. Firmer currencies would add to USD-based investors’ returns; for EUR and GBP-based investors the effect also depends on their own currency against the dollar, so check the heatmap.

Risks and what to watch

Geopolitical risk is high: cross-Strait tensions, the US-Iran conflict and oil, plus doubts over AI capex and the memory cycle. Watch the 27-28 Oct FOMC; late-October Korea and Taiwan Q3 advance GDP; Samsung and SK hynix results; hyperscaler capex guidance in late-October US earnings; and October export orders.
