Weekly brief: China & Hong Kong open Neutral at -19: cheap valuations, weak prices, high risk

Regime: Neutral (score -19, Balanced), Expanding economy – cheap valuations and steady growth are outweighed by very weak price momentum and high geopolitical risk.

What changed

This is the first weekly reading, so there is no previous score or regime to compare. The region opens at -19, ranked 11th overall; China scores -23 with a bearish tilt and Hong Kong +1. Valuation and stability (+33) and economic momentum (+17) are strongest; market performance (-100) and geopolitics (-22) are weakest.

Economy and markets

China’s Q3 GDP grew 4.5% y/y on exports, but nine-month fixed investment fell 7.2%, property investment fell 20.6% and September retail sales rose only 1.1%. The IMF trimmed China to 4.5% in 2026 and 4.0% in 2027, while raising Hong Kong to 3.8% and 2.8%. Chinese inflation is 0.9% and the 10-year yield about 1.6%. The region is down about 17% over a year and 7% over the past month, 10.6% below its 200-day average, and has trailed the MSCI ACWI by 8.5 points over three months and 17.5 over six. MSCI China trades at 10.2x forward earnings and MSCI Hong Kong at 13.8x.

Capital flows and rotation

The regional flow trend is stable, with three-month ETF flows near zero (-0.2% of fund size); China shows increasing outflows (-0.8%) and Hong Kong increasing inflows (+2.6%). Both sit in the Improving quadrant. Value Partners reports continued outflows after National Day, and Southbound investors made net disposals of about HK$6.6bn in the week to 16 Oct.

Currency

CNY scores +36.3 with an upward one-year view; MUFG sees gradual appreciation towards 6.50 per dollar, though the PBoC caps moves and deflation limits gains. HKD (+12.3) is pegged within 7.75-7.85, so USD-based investors face little currency risk there. EUR and GBP-based investors are effectively exposed to the dollar through HKD and to a managed CNY; check the heatmap.

Risks and what to watch

Geopolitical risk is high: US tech-investment curbs, property strains and the oil shock. Hong Kong rates follow the Fed under the peg. Watch the 27-28 Oct FOMC; end-October NBS PMIs and Hong Kong Q3 advance GDP; early-to-mid November China trade, CPI/PPI and credit data; and any CSRC stabilisation steps.
