Weekly brief: Eurozone: cheap valuations and steady inflows weighed down by French stress

Regime: Neutral (score -8, Balanced), Expanding economy – reasonable valuations and steady foreign inflows are offset by weak price momentum and high geopolitical risk centred on France.

What changed

This is the first weekly reading for the Eurozone, so there is no prior score or regime to compare against. It ranks ninth of 13 regions.

Economy and markets

The IMF sees euro area growth of 1.1% in 2026 and 1.2% in 2027. October’s flash composite PMI fell to a four-month low of 51.9, consistent with about 0.3% quarterly growth, as energy costs rose; September HICP inflation was 3.8%. Euro area equities are down 0.4% year to date and 6.3% over the past month, trailing MSCI ACWI by 6.7 points over three months and 7.4 over six. Within the bloc, the Netherlands (+6) and Italy (+5) score best, while France is weakest (-26, bearish tilt), with the IMF expecting just 0.4% growth in 2026. MSCI EMU trades on 14.3x forward earnings, near its long-run average.

Capital flows and rotation

Flows are stable (score +16), with three-month ETF flows of 1.4% of fund size, and the region is at the "capital arriving" stage in the Lagging quadrant. ECB balance-of-payments data show non-residents bought a net EUR446bn of equities and EUR659bn of debt in the 12 months to August, both up on a year earlier.

Currency

The euro’s score is -12.7, but the 1-year view points higher and the 3-5-year view is steady to higher. MUFG sees EURUSD at 1.18 by Q3 2027, and the Reuters poll sees 1.16 at 12 months. If those forecasts hold, USD-based investors would gain from the currency. EUR-based investors face no currency effect, and GBP-based investors would see a smaller effect, depending on EURGBP. Wider French spreads are the near-term risk.

Risks and what to watch

Geopolitical risk is High. The pressures are French unrest and fiscal stress (the OAT-Bund spread is about 172bp, the highest since 2011-12), an energy shock with Brent near $110, and ECB tightening into slower growth. Dates: ECB decision on 29 October (deposit rate expected to stay at 2.50%), Q3 GDP and flash CPI on 30 October, a French national strike on 5 November, the French budget vote on 17 November and S&P’s review of France on 27 November.
